1995-W $1 Silver Eagle PR70 Deep Cameo PCGS. Although Silver Eagles were first struck and issued to the public in 1986, the Liberty Coin Act that authorized the Secretary of the Treasury to produce silver bullion coins was signed by President Reagan in July 1985, and went into effect October 1, of the same year. The year 1995 marked the 10th anniversary of this milestone in modern coinage legislation. A special American Eagle bullion program proof set was issued to commemorate the date, which included the four gold denominations and the Silver Eagle. The sets were produced at the West Point Mint and had a limited distribution of 30,125 pieces. At the time, the West Point Mint was not a regular producer of proof Silver Eagles, so the 1995-W proof Silver Eagle that was part of the set had its mintage dictated by the number of sets produced: 30,125. Today, the 1995-W Silver Eagle is the key to the proof series and highly sought-after in PR70 Deep Cameo.
