Y. Yuroukova (Coins of the Ancient. Thracians, BAR Supplementary Series 4, 1976, pp. 40-53) convincingly attributes this issue to Rhaescuporis I and Kotys II. Rhaescuporis I was a loyal ally to Brutus and this reverse derives from the coinage of Brutus struck in 43-42 BC. (Cr. 502/3).
