The "SHAW" that appears on Paraguayan coins is not the engraver's name, but the contractor of the mintage, Charles J. Shaw. The coins were struck by Ralph Heaton & Sons mint in Birmingham, England and the contractor was Shaw Hnos. & Co. (Shaw Brothers) with the order placed at Montevideo.
