Sir Charles Mills was a Colonial Administrator who had had an interesting career in the army, having enlisted as a private in the 98th Regiment before serving in China, India and, by then an officer, in the Crimea. He moved to Cape Town in 1858, serving as an MP, before being appointed chief clerk for finance in the colonial secretary's office in 1867 by Sir Philip Wodehouse, then Governor. In 1872 he became permanent under-secretary. In 1882, when the Cape government decided to have an agent-general in London, Mills was selected for the position. Following the Port Elizabeth Exhibition, in 1886 he was executive commissioner for the Cape at the Colonial and Indian Exhibition and in 1887 delegate for the Cape at the colonial conference. In 1894, his last special service, he was one of the delegates of the Cape at the intercolonial conference at Ottawa. He was appointed C.M.G. in 1878, K.C.M.G. in 1885, and C.B. in 1886.
