Great Britain declared war on the Dutch Republic in 1780 as retaliation against the Dutch support for the American colonies, which were in revolt. In August 1781, a British force under Admiral Hyde Parker engaged the Dutch under Admiral Johan Arnold Zoutman (1724-1793), who commanded the Admiral de Ruyter, 68 guns, in the North Sea. The battle was effectively a draw, as both sides suffered roughly equivalent casualties, but the confidence of the Dutch fleet was clearly shaken, and they remained in port until the conclusion of hostilities in 1784.
