While the Congress of Vienna was re-drawing the map of Europe following the defeat of Napoleon and his exile to Elba, aiming to create a lasting peace in a balanced Europe after decades of instability and war, Napoleon returned to France. He arrived in Paris on the 20th March 1815 at the head of a grand army which had joined him en masse during his march North. Louis XVIII, who had acceded to the throne of France in Napoleon's absence, fled the city, and there began what was to be known as the Hundred Days War between the Seventh Coalition and a second Napoleonic France, which was to culminate in the fateful Battle of Waterloo, and which ended with the restoration of Louis on the 8th July 1815 and the permanent exile of Napoleon to Saint Helena. This coin, one of an issue of 96,584 which no doubt responded to an urgent need of Napoleon's wartime government for money, dates to this period, when the deliberations in Vienna looked as if they might be in vain.
