Francis Fowke (1823-65), captain in the Royal Engineers, He helped to superintend the machinery section of the Paris Universal Exhibition of 1855 and planned the International Exhibition building in 1862. He executed the original design for the Albert Hall and worked on the Victoria and Albert Museum. The medal was commissioned by the School of Military Engineering at Chatham, Kent and engraved by George Thomas Morgan, designer of the Morgan Dollar
