Reportedly prepared for issuance by the Shan National Army in what is now known as Burma, this is an obscure note from the mid 1960s and is difficult to find regardless of grade. General Moh Heng led an unsuccessful revolutionary attempt to establish an independent state for the Shan people called "Tai-Land". This 5 Tep banknote is from that conflict. PMG mentions "Rust, staple holes".
