Sir John Pope Hennessy, KCMG, grandfather of his name's sake, the art historian, Sir John Pope-Hennessy. A politician (minor Conservative member of Parliament) and Colonial Administrator, he was variously the Governor of Labuan, the Gold Coast, Sierra Leone, the Bahamas, Barbados and the Windward Islands, before being appointed the 8th Governor of Hong Kong (1877–1883). Mauritius was his final posting from 1883-1889. The medal dates his departure to the 22nd December 1888, however the official records show his term of office as ending on 11th December 1889.
