The monument was built in 1905 for the 50th anniversary of the flooding of the Russian sailing ships which blocked the entrance to Sebastopol Bay. It stands on an artificial rock and was designed by the sculptor Amandus Adamson, architect Valentin Feldman and military engineer Friedrich Enberg.
