From 1879 to 1883, Stanley had under him a hundred Zanzibaris. First there were joined volunteers from the coast, and from I886, of recruiting soldiers ties inside the Congo. On January 1891, the Police Force
already included 3127 men.
Decrees of 5 August and 17 November 1888 directed the organization.
An order of the Secretary of State, organizing the local government, under date of November 10, 1894, ordered to deliver to every soldier arriving in Borna, a medal bearing his service number and a letter indicating his nationality. The medals of men employed in the territory of Congo first carried the letters FR (national committed); but from 1895, we distinguished them by the letter and the letter V for volunteers, M for militia.
