NGC XF 4/5 - 2/5, smoothing. The unmet demand for "small change" in the Roman Empire's burgeoning provinces led to the creation of "unofficial mints," which supplied bronze coinage patterned on official Roman designs for the local economy. Roman authorities gave this practice a literal "stamp of authority" by countermarking these coins as legal tender, although usually at a lower denomination.
