Trajan was very generous in his support of orphans in Italy. Hadrian continued this policy, and celebrated it as a restoration of liberty (in the sense that he provided the means for these orphans to take their place in society). The scene on this coin is typical for donatives of all kinds, but probably shows a real, albeit staged event, with the emperor giving alms to a mother with her two orphaned children.
