Attributed by NGC to 1855 and by Guilloteau to 1861, the purpose and production date of this enigmatic and rare issue is not entirely clear. It could be a propaganda piece suggesting French pretensions to a resumption of their occupation of the Palatinate disrupted after the Battle of Leipzig in 1814.
