Aside from what can be ascertained from the inscription, very little is known about this issue. Some authorities believe it was a pattern, while others speculate it may have been a failed attempt at a circulation issue with most later melted. Whichever the case, a seldom encountered type that should be considered VERY RARE. Dark toned and quite attractive, with solid claims to the assigned grade. NGC EF-45.
