Immanuel Georg von Pannasch, born 1773 in Saxony, learnt with Afanasii Vassiliewich Panov, who was since 1802 official supplier of the Russian "Chapter of the Imperial and Royal Orders". According to Tammann (in TRP p. 38–29), Pannasch became a master enameller in Sankt Petersburg in 1809. In 1821 he was contracted by the "Chapter of the Imperial and Royal Orders" as the only official supplier of orders' insignia. He died in Sankt Petersburg in 1836.
