Described by the consignor as one of three examples known with two of those in collections in Germany, this appears to be a German issue made in occupied Brussels, Belgium in mid-1918. The issuing unit's name "1./2. Italiener Kommando XVI" suggests an obvious tie with Italy which has not yielded any answers as of yet.
