ANTONINVS AVG PI-VS P P TR P COS IIII, laureate head of Pius right / Pius seated left on platform, extending hand toward citizen standing right, who holds out fold of toga to receive distributions; beside emperor, Liberalitas standing left, holding coin counter and cornucopia; LIB IIII in exergue. RIC 141c. CRE 546 note. Cohen 496. Calicó 1571. An interesting type with an informative reverse.
With some justification, the Romans have been said to have invented the "welfare state" by instituting state-run schemes to distribute food to the urban poor, various low-interest loan programs, and regular cash handouts as depicted on the reverse of this aureus.
