1995-W $1 Silver Eagle PR70 Ultra Cameo NGC. In 1995, the Mint saw fit to issue a special proof set of American Eagles to commemorate the 10th anniversary of the bullion coin program. The West Point Mint had begun striking proof Gold Eagles in 1994, and the New York branch mint was selected as the production facility for the proof sets. There was little to excite collectors about the proof Gold Eagles in the 10th Anniversary set, as regular production of those issues produced significant quantities of the coins to go around in addition to the pieces distributed in the sets. However, the 1995-W Silver Eagle that was specially struck for the 10th Anniversary set was a different matter.
The West Point Mint did not take over regular proof Silver Eagle production until 2000, meaning that there was no mass regular production of proof 1995-W Silver Eagles to supplement the coins issued in the 10th Anniversary sets. The mintage of the 1995-W was limited to the number of sets sold, which was a trivial 30,125 pieces. No other proof Silver Eagle issue comes close to this low of a mintage. Today, the '95-W is the key to the proof series and a sought-after and scarce coin in PR70 Ultra Cameo.
