1860 25C PR64 PCGS. Briggs 9-H. This was the first year for which the Mint implemented a proofing fee, reducing demand for the 1,000 coins struck and resulting in 458 pieces being melted at the close of the year. Mixed shades of blue, violet, and gold appear throughout this near-Gem Seated quarter. The stars are always incomplete and not a result of a weak impression.
