1903 25C PR64 Cameo PCGS. Once the Philadelphia Mint began operations at the third physical building in that city, proof coins were usually issued without contrast, mint officials believing the cameo look was be less desirable. Today, examples from the early 20th century with any degree of contrast are elusive. This brilliant and untoned Choice Cameo proof exhibits fully mirrored fields and moderate luster on the devices. Population: 23 in 64 (7 in 64+) Cameo, 52 finer (9/17).
