1793, 1794, early years of the Revolutionary Period. July 13, 1793, day of Marat's death, document written in Narbonne by General GrandprÈ, in charge of the coastal defense of the region, concerning a garrison of the coastal fort to be served by 100 men; July and August were the most critical months for the Revolution, as Royalist troops from Marseilles marched against Avignon and Toulon was about to surrender to the British. A second document, with allegory and heading of the Committee of Public Welfare, is a letter dated March 31, 1794, signed by Prieur-Duvernois, deputy in the National Convention, and Lazare Carnot, both associated in the organisation of the national defense, written when the Revolution was at its climax. Robespierre and Saint-Just ruled through the Committee of Public Welfare, HÈbert had been executed and the moderate group of Danton, Fabre d'Eglatine and Desmoulins were soon to mount the guillotine. France was surrounded by enemy troops, and Carnot, with the help of Prieur, LacuÈ, Lindet had created a powerful army and arsenals, with 1794 being the year for the counterattack. The present letter, ordering the collection of timber, to build salines, shows how the highest authorities concerned themselves with every detail of the war preparations, supplementing the printed orders and decrees by individual letters to local authorities.
