It is likely that Abu'l-Qasim refers to the Ghaznavid ruler Mahmud (AH388-421 / 998-1030), either by order of the Ghaznavid forces that were repeatedly invading northwestern India, or by some unknown ally. The actual city of issue was likely outside Multan, but in the same general region. Unpublished.
