(XZW-0440a) For starters, we believe this note is undergraded. The holder lists Major Repair, and Re-Colored, but we usually see completely destroyed pieces at this grade level. The repair here, while undesirable, gives the note an appearance of a Fine/Low VF example although we understand that one must take into account the repair as a netting defect. The note itself however, is extremely scarce, and we can not recall in recent memory handling such a rarity. Flags at center, with a blue border.
