In my article "The Roman Bronze Coinage struck in Apulia and South East Italy in the Second Punic War," in Proceedings XV International Numismatic Congress Taormina 2015, I address the location of the mint with marks L-T in the context of the bronze coinage, but the conclusions also apply to the silver. I concluded that the L-T and related coinage with L mintmark was a consequence of "The relocation of Quintus Fabius Maximus filius from Luceria to a semi-permanent camp near Herdonia, and subsequent activities in the area from 214 onwards." In my earlier work on anonymous bronzes in Essays Hersh, I observed unmistakeable links between the silver and post-semilibral weight coinage in Luceria. These most likely imply that this Victoriatus issue with LT, and likely the quinarii and sestertii of RRC 98 too, relate to the activities of Quintus Fabius Maximus filius in the central Apulia area (Herdonia) in the 214-212 BC period, and not as previously understood to a post 212 BC issue from Luceria itself.
