Ishaq Ibn Muslim Ibn Rabi'a Al-'Uqayli was an Umayyad governor of Arminiya and a close supporter of the last Umayyad caliph Marwan II against the Abbasid revolutionaries. Having eventually lost to the Abbasids, he shifted his allegiance to them later on.
