During the early years of the Monetary Agency, the printing of traditional banknotes was prohibited. In an effort to increase currency, these Haj Pilgrim Receipts were printed and issued as a form of traveler's checks during the seasonal influx of religious pilgrims. Eventually, these notes became used by locals as well.
