This is a relatively high quality imitation of the Athenian pi-style tetradrachms, though it is not struck on a folded flan, and elements of the style of the reverse reveal that it is not an official issue: the letters of the ethnic are carelessly placed, the olive leaves are unusually linear, and the feet of the owl are reduced to a series of dots.
