Apparently struck by Mithradates in the name of Panticapaeum: the star and tripod are both familiar symbols of Mithradates, and "This issue is frequently found struck over coins of Pantcapaeum issued just previously to Mithradates' intervention in the Bosporus" (MacDonald, Bosporus, p. 41).
