The interesting reverse type alludes to the Roman legal principle of provocatio, a procedure by which citizens had the right to appeal to the people against abuses of power by magistrates. Probably an ancestor of the moneyer was responsible for a Lex Porcia extending this protection to citizens outside the city of Rome.
