Y. 40.2.Prince Yoshihito, who would later ascend the throne as Emperor Taishō, had a youth marked by several health issues that would impede him later in life. His proficiency in languages and history, as well as his fascination for the western culture would allow him to adeptly converse with foreign ministers at his first official receptions. As his reign continued, however, his health as well as his interest in political matters declined. The Genrō would increasingly take care of the political duties marking a shift of political power to the Imperial Diet of Japan. In 1919 he no longer engaged in official duties and shortly thereafter in 1921, Crown Prince Hirohito was named prince regent.
