David Wilkinson Campbell, C.I.E. (1831-1903), succeeded Sir Bradford Leslie as Agent for the East India Railway Company in 1887. Campbell served his pupilage in the Locomotive Works of the Caledonian Railway Company before moving to India in 1858 as Locomotive Superintendent of the South-West Provinces Division of the East Indian Railway. In 1865 he was promoted Locomotive Superintendent of the whole line. Under his supervision he promoted some 87 native firemen to be shunters and drivers of goods trains on the branch lines – a move not at all popular with the Europeans they replaced. In 1883 he was created a Companion of the Order of the Indian Empire for his services and was appointed an honorary aide-de-camp to the Viceroy. In 1887 he was promoted to be the Agent of the Company in Calcutta, and in 1891 he retired and returned to England.
