Reportedly minted by Toma Pekumi Juchin, a former Japanese samurai of Satsuma Domain during the Edo period, and later bureaucrat of Ryukyu Kingdom. The Ryukyu Government had to borrow money from the Satsuma (Kagoshima) Domain, but the debt grew and the Ryukyu Kingdom was unable to pay it off. Toma Juchin minted the Hatome-sen "pigeon-eye coins" in 1656.
