Normally an overstruck coin is a coin struck on an older coin. Often some of the legend or type on the older coin is still visible and in addition there are usually undertype effects on the new coins design.
Here the reverse struck from two different dies in two halfs, without elements of the type to the opposite half.
As a result the reverse type reflects the other half, whilst the obverse type is only slightly displaced.
