Very rare, and of the highest importance in illustrating the genesis of modern French coinage and the monetary system it represents. These two reports to the Convention Nationale, submitted by Pierre Loysel on behalf of the Comité des Finances, are detailed and wide-ranging, providing a clear account of the thinking behind the new French monetary system and coinage. Significantly, both of these rapports draw extensively upon the Mint Act adopted by the fledgling United States only the year before, citing it and translating it fully or in abridged form. The first draft decree is especially thorough, devoting chapters to discussing the purity and weight of coins, production and striking, essays, judging the correctness of coins, and providing for a minor coinage, all before proceeding to outlining a draft projet de décret that addresses all of these concerns in the form of proposed legislation. This is followed (beginning on age 29) with a discussion of the United States Mint Act of April 2, 1792, which shared the French interest in the decimal system and the use of devices emblematic of Liberty. In addition to the main Mint Act, the May 8, 1792 Act to Provide for a Copper Coinage is also discussed. The first draft decree closes with an extract from the registers of the Academy of Sciences, outlining the Academy's insistence on uniformity in the coinage. The second report is more condensed, with the opening chapters devoted to discussing the purity and weight of coins, and to production and striking, followed by a table giving the ratios of the weight and value of the projected currency with the currency of the day.
