Pierre Paul Cambon had been ambassador to Madrid in 1886, then Constantinople in 1890 and was transferred to London in 1898, where he stayed till 1920. He played an important part in the negotiations for the Entente Cordiale between Britain and France. His brother, Jules-Martin Cambon, was the French ambassador in Berlin in the years prior to World War I. The medal is listed by Col. Grant (though there was no example in his collection).
