Obverse with left-facing bust of Napoleon III inside legend NAPOLEON III / EMPEREUR, engraver's name OUDINE at bottom; reverse with sixteen-line inscription LOI / DU 14 JUILLET 1860 / SOUS LE REGNE / DE / NAPOLEON III / EMPEREUR DES FRANCAIS / CREATION / DU BASSIN DE RADOUB / DE FORT DE FRANCE. (MARTINIQUE) / LE CTE P. DE CHASSELOUP-LAUBAT / MINISTRE / DE LA MARINE ET DES COLONIES / LE C. ADMIRAL / DE MAUSSION DE CANDE / GOUVERNEUR / DE LA MARTINIQUE.
