During the Cultural Revolution (1966-1976), revolutionary committees seized power from local officials and became the de facto governing authority of various levels, from cities and provinces to schools and factories. Gradually, the committees became subordinate to the Party committees and remained a bureaucratic formality until they were finally abolished in the late 1970's and early 80's.
