JUDAEA, Procurators. Valerius Gratus. 15-26 CE. Æ Prutah (16mm, 1.78 g, 5h). In the names of Tiberius and Julia Augusta (Livia). Jerusalem mint. Dated RY 11 of Tiberius (24/5 CE). TIB/KAI/CAP in three lines within wreath tied at the top / Palm frond; IOY ΛIA and L IA (date) across field. Meshorer 329 var. (wreath tied at the bottom); Hendin 6369 var. (same); RPC I 4966 var. (same). Brown patina with earthen deposits. VF. Interesting die-engraver's error.

This coin has an interesting die-engraver's error, the wreath enclosing Tiberius' name is upside down. The wreath on this type should be closed and tied at the bottom and be open at the top. There is another series of Valerius Gratus', Hendin 6363-6364, which also has a wreath hanging from the top, perhaps the engraver had just been working on those dies and became confused when switching to the new type.
