The Rwanda issue is fully issued and quite rare in Choice About Uncirculated grade. The first series for independent Rwanda is an overprint type from Rwanda-Burundi that circulated until new banknotes could arrive from the printer. The grading company mentions mounting remnants attached on the 100 Francs.
