Eye appeal is present with the landscape style vignettes of the Council of Minsters' building in Riyadh on front and the Derricks at Aramco oil refinery on back. Printed by De La Rue with a diagonal red Specimen overprint and all-zero serial numbers. Pinholes on the right side are mentioned, along with minor rust on the back.
