Watch List notes:

Popayan, Colombia, 1/4 decimo, 1865/4, blunt stars on reverse, NGC AU 53, finest known in NGC census. Restrepo-248.5; KM-143.2. Deep and bold strike but somewhat crude (especially the rims)per the mint, very lightly toned, interesting variety with holed blunt stars resembling gears on reverse, the overdate called 5/4 by Restrepo but could be 5/3, in which case this example is more accurately second finest at NGC behind an AU 55 attributed to 1865/3. NGC #4831070-013.
