Watch List notes:

Russia USSR Badge 'Excellence in military construction' (1954) & Excellent Signs. A straight; somewhat tapering to the bottom; shield; the shoulders of which have segmental cutouts. At the top is a five-pointed red star. The bottom of the shield is twisted outwards in the form of a cartouche with two slots. Along the edge of the shield there are two bevels - rims; between which there is a corded ornament. The surface of the shield is covered with white enamel; along which there is a golden inscription in three lines: 'excellent student / military / construction'. Below is a building under construction and a tower crane. Even lower are crossed and stylized images of a large sapper shovel and a PPSh-41 submachine gun. The construction drawing is covered with oak branches on the left side; and laurel branches on the right side. Below the shovel and the machine; the ends of the branches are crossed and intertwined with a ribbon. Crane; machine gun and shovel are oxidized. All other details are golden.
