See S.E. Rigold on these pieces in Proceedings of the Suffolk Institute of Archaeology and History, Vol. 34 (1978). One of the choristers at the Abbey in Bury was elected each year to carry out the role of a Bishop from St. Nicholas' Day till Innocents Day (6th to 28th December). He would bless the people, collect money from them and preach a sermon on Innocents Day. It is not known how the tokens were used.
