Per the Standard Catalog of World Coins, these issues were first struck in 1923 under the R.S.F.S.R. government. The U.S.S.R. then attempted to strike these in 1925 without success, with only one survivor remaining. In 1975 to 1982, The government continued striking the original type with updated dates.
