In the early years of the State of Israel, there was a shortage of coins in the circulation of funds. The value of the metal


Coin production was high and also the amounts of metal in the country were small since most of the metals were diverted


For the production of weapons and ammunition. It was therefore decided to print paper notes to be used as a substitute for coins.


In 1948, the banknotes were printed and issued in the design of a rug, which is why they are still called 'rugs'.
