Spine chipped at head; book catalogue entry affixed to pastedown; very good or better. A prominent banker, Elbridge Gerry Spaulding was elected to the House of Representatives as a Whig in 1848. Turning Republican, he was again elected to Congress in 1859. On December 30, 1861 Spaulding introduced into the House a bill for the issuance of legal tender treasury notes payable upon demand, hence the sobriquet "father of the greenbacks." His bill became law on February 25, 1862, authorizing the issuance of $150,000,000 of legal tender notes or greenbacks. Spaulding's rather scarce work is an in-depth account of the events surrounding the introduction and passage of the law authorizing legal tender notes and the subsequent consequences.
