James Handley was born on the 21st of August 1871 in Birkenhead, Cheshire he joined the Royal Navy on the 22nd of August 1895 for 12 years. He served on 30 ships between 1895 and 1919 signing on to complete 24 years' service. He served aboard H.M.S. Fox between the 30th of January 1908 and the 14th of July 1910. He served aboard H.M.S. Marigold between the 26th of July 1915 and the 21st of March 1916. He was promoted to Acting Chief E.R.A. on the 1st of October 1900, he was promoted to Chief
E.R.A. Class 1 in 1910. He was disembodied on the 5th of May 1919.
