Mikveh Israel is the agricultural school and the first Hebrew settlement in the Land of Israel. The school was established by Carl Netter in 1870, east of Jaffa, south of the Jaffa-Jerusalem road.
In 1867 Carl Netter visited the Land of Israel and examined the situation of the Jews of the old settlement. In this visit he came to the conclusion that it is not possible to bring about an improvement in their economic situation except by training them for agricultural work. While in Jerusalem, he had the opportunity to address a congregation of worshipers at the Horva Synagogue, which was one of the most important synagogues in Jerusalem. He addressed the public and encouraged them to start a "new life", and in addition, he managed to convince the "All Israel Friends" company in Paris to establish the agricultural school.
