Similar to Pick-46 in design, but dated 1940, making these historically important proofs. It appears that the design was ready but that they were not issued due to the German invasion. At the end of the War, this type was finally issued, but without a date. Presumably unique and quite important. PCGS mentions "Minor adhesive residue, small edge tear at UL, mounted on cardstock".
